Verne is a turtle character, one of the three (originally two, the other was RJ the raccoon, now the main character is also squirrel Hammy) main characters of the Over the Hedge comic strip series.
Speaking about comics, he also had a cameo in one strip of another comic strips series, Sherman’s lagoon.
The real “popularity” came with the movie adaptation, Over the Hedge brought the characters to the big screen and resulted in some additional things like game or the short film Hammy’s Boomerang Adventure. The heroes, including Verne, also appeared in at least two commercials, about HP and Walmart.
