Why in Database: The Turtle is one of Green Arrow’s opponents, appearing in the eight-page comic book in Adventure Comics #122. He looks a bit like a turtle, but otherwise he is probably “normal”. Together with his subordinates, he had his base under the water from which they attacked passing ships. Of course, he ends his debut handed over to the police.
