The first time that Ash’s (often appearing! Gary doesn’t count) rival had an Turtle Pokemon (the second one is Tierro, but with him it was a friendly competition, while Ash and Paul presented extremely different approach to Pokemon). This torterra has an interesting character, although Ash and Paul did not like each other (mainly Ash didn’t like Paul, when he mostly did not notice Ash), he helped Ash’s Grotle when he had trouble adjusting to himself after evolving.
